"The speedo sensor gear puts out AC voltage" - if there is nothing driving the speedo sensor, i.e. a broken gear inside the transmission, then there is going to be nothing coming out from the speedo sensor. Impedance matching will not do anything to correct this.

I thought that you were considering taping into and ABS wheel sensor, which most likely has a different frequency and amplitude than what is supposed to come out of the speedo sensor, but is possible to convert to what you need. Perhaps you don't need to have the frequency converted, just an AC signal present to get full boost?
