Average MPG display

The car is a 96 9000CS, converted to FPT, automatic, 97622 miles.
The Average MPG display has been showing about 25.8 Mile/Imperial Gallon for quite some time. It takes considerable amount of driving to nudge the reading one way or the other.
It's behavior changed drastically today. I can explain away some of it by the automatic reset, but not all of it.
It started at 25.8; but immediately started to increase, 26, 26.1, 26.2, etc. each step is less than a second. It reached 28 plus before I reached free way, then settled down to a more stable 27.4. It dropped down close to 27 after I drove on surface traffic a bit. So far, so good, I can explain away everything. But, when I drove it again, it showed 25! It settled on 24 plus for a awhile while in traffic. Then it climbed to 26.1, 26.2 after some freeway driving.
I can't explain away the 25 at the start of my second drive of today.
Is it possible that the system is not acting properly?
Thanks
