Both the front doors with my 97 had that problem, outer handles only. I and my passengers put up with it way to long. Upon removing the outer door handles they both had cracked arms that extend from inner side of handle to actuate latch. The cracked arms could only push weakly on the latch requiring repeated attempts to open. Solution is simple - get some used ones that aren't cracked or broken of course. Its a fun clean but tricky DIY job with some fiddly parts - key is understanding how latch actuation works then it is clear. A good strong penlight is needed to look towards the latch while you work inside the door after removing the inner door cover/card. Should be plenty of junkyards with good ones. Should have a set of torx screwdrivers for the door cards and misc. work, Craftsman has a good set.
