New BPV flutters

Car is a 1993 9k Aero.
I bought a new bypass valve a while back and it doesn't perform properly. It is the type with the brass weighted thing and a spring vs the diaphragm.
With it installed when I let off the throttle to shift or anything instead of a singular whoosh I get a choppy ch ch ch.
I recently read an old thread from a guy who also has a 1993 turbo with TCS and suggested switching a couple vac lines to get rid of the choppyness of the BPV. I tried this but the car actually ran worse and still went ch ch chhhh.
Has anyone had any luck running the "newer" style BPV?
Originally I bought it because my car was wanting to stall out at times when coming to a stop but that issue went away even with the oem bosch BPV back in the car.
Just curious really why they would sell these things as OEM if they don't work properly. The one I have is a KEYSER brand. Couldn't find the actual Bosch one new.
thanks
