'96 CSE No Start - Main Relay OFF!!??

I've gone through Ari's Trionic no-start checklist. Details below.
But first - I think my ECU is not telling the main relay to fire. What signal tells the ECU to activate the main relay? I have a Tech II and when I activate it using that, it clicks and I get power through it as I would expect. However, when I'm attempting to start the car, the main relay shows as OFF according to the Tech II.
Which should happen first? CPS pulse or main relay activation? I know the fuel pump isn't activated until there is an RPM signal from the CPS.
I swapped the CPS and tested continuity between the CPS and the ECU. Continuity good. I tested resistance. Well within range - 550 ohms.
SO what gives? Is my ECU not operating correctly?
Any help will be greatly appreciated!!!
Step 1) Fuses - good
Step 2) Check engine light - good
Step 3) Main Relay - No light on the test lamp via pins 6 & 10 on the DIC plug.
I tested the main relay for power at PIN 30, and jumpered it to PIN 87. That worked. I swapped the relay - it still didn't work.
