I haven't paid attention to how often the compressor cycles, but at present I have a thermometer stuck in my dash vent. When it's hot outside (~80F) and the air is blowing, I am getting a reading of just over 40F. Sounds like you're low on charge - not low enough to keep the compressor from cycling, but low enough to keep it from cooling properly. That being said, if the ambient temp is about the same as the set point, the temp of the air coming out of the vents will be in that same range (assuming your car has ACC).
