Blue AC compressor wire

I replaced the compressor and it will not engage when I turn the ACC to "low" e.g. Full air conditioning. The previous compressor had failed, apparently the clutch mechanism "fell off" I literally found the pieces below the serpentine belt...
So, I haven't had AC for a year and a half. Luckily I have a parts car.
Anyway, I put my voltmeter to the blue wire, grounding it on the compressor housing and a variety of other spots within the engine compartment, couldn't get a voltage reading. Neither did I get an "open circuit" so I think it's just the current that is missing.
I have checked the 30amp fuse and both AC relays within the engine compartment. The fuse is fine and I swapped out the relays with no effect.
The blue wire runs (backwards, from the compressor) underneath the radiator/intercooler then joins with the large bundle of wirs coming out of the relay/fuse box near the battery.
Everything else related to the relay box is working, so I have no reason to suspect a major problem there, and I don't suspect the fuse or relays.
I have two plans: 1)test the AC compressor by applying a 12 volt source (external battery) to see if the clutch engages, then 2)troubleshoot the blue wire (looking for continuity to the relay perhaps-anyone know how to do this? I think there is a diagram on the relay itself...)
Can anyone see an error in my logic or suggest another plan?
