Hi Gerald,
I'm not sure about your car being a 1991 but if it has TCS then it must have the safety valves in the system. I recently had this same issue with my car which is a 1993 Aero 5spd with TCS. I first swapped the Throttle body because I happened to have a spare but it turns out it was a faulty saftey switch on the false firewall next to the map sensor. There is one on the fender in which you can swap out to the firewall and get your car back on the road. This worked for me until I could afford to get a new switch ($100 or so)
This is the most common fault in the ETS system on these cars. Also cleaning your electrical connections can also solve this issue (on everything TCS related)
After swapping the valve you shouldn't need a recalibration or anything just plug and play.
search "TCS manual" on google and look for a PDF it has all the info you need
