If you are getting "nada" when jumping the low speed relay, I would suspect the wiring or especially the big metal resistor mounted on the radiator fan support; they are known to fail, or connections to them come undone - it appears that one of the connections to the resistor was resoldered on my car under a previous owner.
The resistance of this resistor is a fraction of an Ohm, something like 0.25 Ohm if I recall. Your meter may not be accurate at that low of a reading, so look for something approaching a short. If you need to replace it, they are available as an electronic part from Mouser Electronics for far less than as a SAAB part.
