It seems strange that it works at idle and then blows a fuse as revs go up, but if voltage were a problem wouldn't you expect it to blow the bulb instead of the fuse, or as well as the fuse? And why doesn't the other side do the same?
I'd pull the headlight bulb and look close at it, and maybe swap in another, or swap them side to side as a first step.
