As previously noted, there are MANY causes which will keep the car stuck in base boost. The fact that you have a Tech II is extremely helpful and can help you find other causes that are not apparent or easily diagnosed. Run another scan and see what comes up.
On my previous 1994 SAAB 9000, the only way that I could find the cause of "stuck in base boost" was with a Tech II. I went for a drive with my mechanic and his Tech II; he asked me why I had Cruise Control turned "ON" (as shown on the Tech II). It was actually "OFF" but the module was signalling to the Engine Control Unit that Cruise Control was enabled, which keeps the car in base boost (keeps the car under control when you are not actually operating the throttle). After disconnecting the Cruise Control module, car regained full boost. SAAB used the same problematic Hella Cruise Control module for 1992 - 1994 cars, maybe yours is acting up?
