lazy boost

My 96 9000t manual has lazy boost
Basically in 2nd gear if I open the throttle it will stay in base boost for a few seconds and then jump to full boost. this does not happen in 3rd 4th of 5th, however sometimes in 2nd I will get immediate full boost, but that is more likely to happen when the car is cold.
any ideas what this could be ?
