Since I was in the area of a Harbor Freight store today I stopped in and they had the large circlip pliers. I figured for about $8 with coupon it was worth a shot. (Even if it doesn't work for this, you can't have too many tools!) I found that the locking mechanism needed to be unlatched to open the jaws wide enough, which required filing down the stop.
That clip will just not budge! I got it to move very slightly with a screwdriver and a hammer, but don't want to bugger up the clip ends or matters will be much worse. Likewise I'm cautious about prying against anything in that area for fear of really making a mess of things.
I'm thinking if I can get a C-Clamp across the jaws of the pliers and tighten down the clip might pull open that way.
