This is not an uncommon problem. We've experienced it occasionally (since 1976) in 99's, 900's, and 9000's. Our present daily drivers are my 92 9000 turbo and my wife's 92 900 cabriolet. For a work around to the no-crank at the key, we always carry a U-shaped piece of 14 gauge of electrical wire in all our Saabs (with about 5mm of insulation removed at each end). The U is at about 5cm high if seen as a letter.
All Saabs, up to ours at least, have a round diagnostic connector under the hood near the bottom corner of driver's windsield. About 2.5cm diameter, perhaps covered with plastic cap. This is where a tech can turn on ignition, crank engine, read tach. This round connector has six holes, all but one with female connectors. The "empty" hole is 1. Then, we number counterclockwise. The 14 ga copper jumper across 2 and 4 cranks the engine. (A paper clip will work as well; It'll barely heat up, as it drives the solenoid, not the starter).
Here's our emergency cranking procedure, if needed:
1-turn unsuccessful ignition off
2-MAKE CERTAIN transmission is in neutral, or in park if auto. Set e-brake as extra caution.
3-pop the hood, open hood, uncap diagnostic connector, have "U" in hand.
4 inside car, turn on ignition. Double check transmission is in NEUTRAL!
5 go outside, touch jumper to 2 & 4. Engine will crank. Since ignition is on, it should start.
6 close hood, climb in and go! Perhaps one should practice this a couple of times.
NOTE NOTE NOTE!!! If TRANSMISSION IS NOT IN NEUTRAL you will have a DRIVERLESS CAR IN MOTION, unless e-brake is good enough to stall the engine.
Ourselves, we live in the rain forest area on Vancouver Island, where Winter sees a lot of rain. My wife doesn't like to do the procedure if it's needed during a rainstorm, or if her fellow beaurocrats are watching. Consequently, I've modified the procedure in her convertible to just pushing a wine cork (with brass through bolt and wire) into the lighter socket in order to crank. Her passenger(s) are amazed.
