On my '96 CS the stalk can flash the high beams regardless of the headlight switch position, regardless of whether the ignition is on or off, and regardless of whether the DRL fuse is present. That's how the stalk works when the red relay is working.
There is about 269 ohms resistance between the S pin and the 30 pin of my red headlight relay when it's working. That's the first thing I check when low beams or high beams aren't operating normally as a pair. Even a relatively light amount of tarnish on the pins can induce flaky behavior.
In my experience the headlight switch doesn't come to the rescue when the red relay doesn't handle high beam operation normally. My high beams don't have a working alternate circuit when the red relay is lame.
My rule of thumb is that if a headlight problem affects lights in pairs (both low beams or both high beams), then the red relay is the prime suspect. The red relay cannot fail in way that results in a single bulb not turning on. A problem with both low beams or high beams can be caused by the orange lamp control "relay", but the source is more likely to be the red relay.
