Large displacement 4-cylinder engines tend to shake a lot at idle. At one time this was dealt with by using very soft motor mounts and letting the engine shake away. (See the Pontiac 3.2 liter "Trophy 4" half-a-V8 engine for an extreme example, at least for reasonably modern times.)
Balance shafts were introduced by Mitsubishi for use in the company's large-displacement fours in 1975 and were licensed by other manufacturers. As Bill Homer said, their effect is primarily to make for a smoother idle and they don't do much at high speed aside from suck up some power.
Bottom line is that if you don't notice excessive shake at idle with the shafts disabled or removed you should be OK.
