If that drier is used and has been laying around for a year and a half it's toast. Once unsealed it's not supposed to be exposed to atmosphere for any longer than it takes to button everything up and pull vacuum.
The rusty one on the car may be OK as long as the rust hasn't weakened the shell. The desiccant bag inside does deteriorate over time though. It's generally recommended to replace the drier any time the AC system is opened for major service.
