Most ABS problems are caused by bad sensors. Usually it's the cables due to flexing, especially on the front wheels. (Though I have had a rear one go bad.) Both of my 9000s currently have intermittent ABS faults and you can see insulation cracked and worn off the front sensor cables.
The sensors can be disconnected and manually checked with an ohm meter. As I recall they should be somewhere around 1K ohm at the connector. You'd want to move the cables around to find intermittent faults.
I don't know why the Tech2 would not connect, but on cars this old wiring and grounding issues are common.
