My guess: There is a brass nipple where the idle air control valve connects to the bottom of the intake manifold. These typically loosen up and allow extra air into the intake, and also limit boost through the leak. Fix is to clean it up well and use some JB Weld to glue it back in place. However, I would expect the mixture to go rich when you "get into it", but maybe the manifold pressure sensor is limiting the gasoline.
