I've replaced the fuel pump twice in in my '97 CSE with a Walbro (now TI Automotive) cartridge kit. First time was shortly after buying the car in 2011, then it failed again in 2016. (Ethanol-laced gas?) I think Walbro was the OEM for these pumps, I don't know how the Aeromotive pump compares.
Assuming the new fuel pump is in spec if you're not getting sufficient voltage you'd probably want to check for a bad relay, bad ground, or damaged wiring. Can you hear the pump run if you hotwire it from the fuse panel? (Jumper between fuses 14 and 22.)
Pretty impressive miles! Mine has "only" about 340K miles.
