Did you wind up actually cleaning out the valve? I have used MAF cleaner, which is something like a slightly gentler carburetor cleaner, effectively when I have done this on both my 9000 and my Volvo 740T. Both cars responded well to cleaning out the accumulated gunk.
I suppose that it's possible to make the car idle without the valve by increasing the throttle air bypass, which is set by a screw, but this does not take into account any additional loads on the engine, i.e. A/C compressor, nor compensate for cold startup.
