Bob, if you can't reduce your gearing ratios with available tire sizes you could swap the primary drive sprockets & chains from a 4spd into your 5spd. This will lower your overall ratio. 1st gear becomes just a quick launch gear and 2nd is a good overall gear for many courses. This is what I do on my rallycross car.

As for 14" rims, I've seen people fit them by grinding a little material off the front caliper yokes.
