I'm sorry to hear you're having such a heck of a time.
I'll take some photos of my method and what the bung nut looks like separated from the tank. It may give you some more ideas. I'll try to get these posted by the weekend.
I fear you may be right about someone using sealant. I'd personally not give up on it.
Having dealt with a dealership mechanic most of my life, I remember mention of such a tool, and indeed there's a photo of it in the 1975 service manual. It's like a pipe, with cutouts for the wings, with a handle welded on for torquing. I can't help but imagine these tools might have broken when the nut got so seized to the tank, just by the nature of the metal-on-metal design, and the propensity of rust development in the vicinity of gasoline. The accepted method of working with this was always to use the hammer and rod technique.
