Your pickup assembly is supposed to have a strainer material sandwiched in the "clamshell". If it's missing and the pickup separated into two pieces, the strainer could be floating somewhere in the tank or buried in the goo.
Without a strainer I would get any of those sock-type strainers and cut a new round piece for the stock 99 pickup.
The pickup is obviously designed to take gas from the lowest location in the tank. Unless of course you don't want to suck the dregs from your tank.
