Here are two photos of two plugged holes in that area in my 1978 GL 3-door. The drain plug is about an inch in diameter. I'm thinking this is what you're referring to. But right in front of that (towards the front of the car) is a much bigger hole that's finished over and painted. Views from above and below.
I got nothing as to what the big hole could have been for.
Also, the exact same arrangement is found on the driver's side of the trunk.
Regarding the fuel pump. Just get going removing it to see what you got. See the recent discussion, "fuel pump strainer, ossa, Mon, 11 Jul 2016 12:21:22" which I think covers a lot of my suggestions.
Maybe I'll do a youtube video one day -- a tutorial/demo of my setup. It's certainly a major topic for the 99. But I can only do this for the 1978. Something in my memory tells me my 1975 assembly was different -- but that car, as well as the memory is long long gone.
