New V4 96 owner - stupid questions need answers!

I just bought a 1973 V4 96. I have some questions because I'll need to fix a few things before I can get it inspected.
The first problem is the blinkers don't work. I have no idea where the blinker capacitor is supposed to be. It may be missing, so I may have no luck looking for it. Can anybody tell me where it's supposed to be?
The second problem is the brakes drag and the pedal needs to be pumped to stop. The rubber brake lines look rotten and it is obvious they need to be replaced, I feel this is likely the cause of the sticking brakes - but is there anything else I should look out for? The brake pedal doesn't sink once pumped so I'm thinking the master cylinder should be ok.
The "last" (hopefully) problem is the car has a big huge rust hole in the inside driver's side fender. Somehow I missed this when looking the car over. I pulled up the floor mats, looked inside the trunk, looked at the floor pan from underneath, but the inside front fender I didn't get a look at until today when I went to look at the condition of the brake lines. For some reason the passenger side inner fender is completely rust free. But the driver's side looks pretty bad. What I need to know is how critical is it and how difficult is it to patch this area. Is it unsafe to drive the car with a hole this big in this area?
