Hi David,
Congratulations on being a new owner of a Saab 96!
Here's a couple of ideas on your problems.
1. Blinkers- the blinker relay is located under the dash to the left of the steering wheel. I'd first check the fuse box. The old style ceramic fuses tend to be troublesome and lose connection. Us long-time Saab guys tend to roll them in their holders every oil change.
2. Brakes- classic problem you have there! the old lines tend to collapse and you can easily push brake fluid into the caliper with the force from the master cylinder. However, the release of the brake relies on much less force and can't overcome the collapsed hose, so they stick. If you leave them for an hour or overnight, they release. Time for new hoses! You can get nice stainless steel hoses- a set is less than $100 for all four wheels at Paragon Performance.
3. Rust- oh boy, do I have stories of rust! So you have to determine if it's structural or not. What matters is the coil spring and where it mounts. Maybe you can take a picture or two and send them to me and I can give you better advice.
Keep asking questions- that's what this forum is for and we're happy to help.
