Sure. Not the best idea for performance, emissions, or fuel economy, but you can do it.

Likewise, no idea what that means. Timing should advance a specified amount give or take 2 or 3 degrees with vacuum, and an additional amount with mechanical (centrifugal) advance. I don't recall the numbers but can find them if you need. Advance can be measured most easily with a timing light designed to display it, and a little less easily with a plain light with no display. Timing specifications (Base, Vacuum, and Centrifugal; the sum of these is Total Advance) can be expressed in crankshaft degrees or distributor degrees, and it is important to know which kind of spec you are reading. 2 deg of crankshaft rotation = 1 deg of distributor rotation.

Then your distributor needs repair. If you get that dealt with, you probably won't want to disconnect the vacuum any longer.
