I was going to ask you that very question- if you push the lever, do they work... Sounds like "no". So that leaves only a few things. Worn drums, worn shoes, the adjustment itself. You've checked all these. There is one other thing- the lever that you mentioned has two slots in it on the inside. Each slot pushes against a brake shoe to push it out. After 40 years of use, the slots get worn quite a bit. Last time I did a rear brake job on one of my VSaabs, I welded material into the slots and then used a grinder to smooth it over. That corrected the slop in the hand brake. You might want to look at those.
Or, maybe the lever isn't in the correct slots in the brake shoes. Make SURE that your brake shoes are mounted correctly. Check the manual and you will see that the shoes on a given wheel are mounted such that one is upside down- there's a leading and a trailing end of each shoe.
