I can speak from experience, having had a 2-stroke Subaru 360 where the distributor advance weights got stuck in the slow position by crud - locking the advance would be detrimental to both performance and fuel economy.
Perhaps not surprisingly I've never heard anybody recommend doing this in all my years of dealing with 2-stroke bikes and cars. I don't even know what the logic behind it having to do with modern fuels might be, unless somebody figured that the small amount of ethanol or other additives in most gas these days must require altering the ignition timing.
