Everything can be fixed if you want to spend the money. Understand up front that you will probably invest more in fixing up the car than you could ever get out of it if you try to sell it. Not trying to talk you out of it but just to be realistic about the value of the car.
Clutch and slave cylinders can be repaired or replaced.
Upholstery can be fixed.
Fuel pump can be replaced
Replacement speedo cable is harder to find. I would want to know it is just the cable that is broken and not the nylon gear inside the transmission that turns the cable. Did they mention anything at all about the transmission when it ran? Noisy? Freewheel working or not?
I am concerned about the wheels being locked up. For the rear it is probably just the brake shoes stuck to the drums. That is easy to fix with new wheel cylinders, shoes, turn the drums, etc. I would want to know more about the front end. If it is just a case of the pads being stuck to the rotor that again can be fixed. If it involves the CV joints or even worse, the transmission, you are looking a a harder and more expensive fix.
Most people buying one of these look at whether the body has rust in the floorboards, wheel wells or trunk. If not it is a good deal. Rust is much worse to fix than the mechanical problems listed above.
I would guess most cars in this shape sell for somewhere between $1000 and $2500.
