Miles, I was suprised by your comments. That is one of the areas where I feel Saab blew it for the 900. The 99's have much better heat and control functions than the 900. The fresh air system can function in any mode for instance. You may have just had a clogged heater core, but it sounds like your heater valve cable wasn't correctly adjusted. Not hot enough? Both of my 99's throw out way more heat than my 900.
