You can increase the boost with a modfied ECU for around 500 to 1000 US$. The Abbott high output ECU will take you to 17 PSI, and they don't insist on a low restriction exhaust or an upgraded intercooler.
I insist that a K&N drop in air filter and the Sports exhaust are needed before increasing the boost.
On the 1994 to 1999 models there is the need to rework the throttle body intake transistion casting. Many early model years also had a restrictive turbo discharge silencer which can be readily removed. The air box also can be modified with good results. All of this is DIY if you are reasonably comfortable with a wrench and drum sander etc.
Yes you can add a boost controller, pneumatic or electronic, which will cost you $100 to $300 plus. With the other changes cited above, the turbo response with these controller in cold weather can be so fast, that the controller cannot react fast enough, and you will hit the fuel cut pressure. I have a pneumatic boost controller with a variable bleed orifice and variable ball spring arrangement. I have not taken the time to do speed runs and adjustents because the weather has been too cold for such entertainment.
