I used to experience the '2-second' brake delay when driving from Seattle to Portland on Interstate 5 in the rain, something I do several times a year.
At 30,000 miles I changed the brake pads on my 1998 900SET from the stock pads to EMC 'greenstuff' front pads and Pagid 'fast-road' rear pads. The '2-second' brake delay has since vanished. This would seem to support the 'cold brakes' theory.
Just one persons experience, but it may be helpful.
