I find the headlights in my 2001 9-3SE TiD are pretty powerful and totally adaquate on both full beam and dipped. We live down a twisty lane with vicious kerbs so in my wife's Citroen when it's dark and wet often have dipped + front foglights just to make sure of exactly where the kerb is: no such need in the 9-3.
One possible thought is that on the 9-3, either the main beam OR the dipped beam is on, whilst on the Citroen (Xantia), when you put main beam on the dipped beam is on as well, so (theoretically) giving twice the output.
