Is something wrong with my boost pressure???

Lately (in the last 4000 miles or so) I've noticed that my boost doesn't go as high sometimes as it does other times. For instance, I can start in any gear above first @ 2000rpm and floor it and the boost will go to/into the red and stay there. If I am doing 3000-3500rpm or above in any of those gears, my boost only goes 1/2 to 3/4 into the yellow. Also, if I start in second gear @ 2000rpm and floor it the boost will go to/into the red. When I let off the gas shift to third and floor it again, the boost will only go 1/2 to 3/4 into the yellow. Am I shifting wrong or is my engine lacking something?
It's been about 5K miles since I changed plugs (BCPR6ES11 gapped at .039). I may go back to a .037 gap, which seemed to work a little better. I also have adjusted base boost by one turn and have a modified airbox with K&N filter.
Any other ideas?
