rpms revving while driving, clutch? or other?

Hello! Haven't been on here in awhile. I'm having an issue with my '99 9-3, the engine is revving a bit while driving, like to 4500 rpm, especially when going uphill. I thought it might be the clutch, but it seems to happen more when I'm already in gear, not when I'm shifting. The clutch is original, though, so could it be related?

It seems to not want to "go," when I give it gas it just revs more than engaging the gear.

Thoughts?
