The sway bar (some say "anti-roll bar") is connected to the front suspension on either side by a link, and the bar itself is attached to the underside of the car by two U-shaped brackets. Each bracket contains a black rubber bushing that surrounds the bar and prevents metal-on-metal contact between the bar and the bracket. When you go over a speed bump, or any other bump that sharply compresses the front suspension equally on both sides, the bar rotates inside these bushings creating the creaking sound. At least that's what I was told. That's why, supposedly, you don't hear the noise as often or as loudly if only one wheel is compressed because the bar is twisting like a torsion bar rather than rotating in the bushings. So those bushings are where you want to direct the silicone spray.
