Soak with a penetrating oil such as PB Blaster, Liquid Wrench, etc. (not WD-40, sorry rob but this stuff is a 'Water Displacement' and not a penetrating oil) a few day before attempting the work.
Giving the bolt head a few good whacks with a hammer, hitting it in towards the block can help loosen the rust. Do this prior to one of the soakings.
Heat with a blow torch. Heat will expand the bolt, again to hopefully loosen the rust. Apply penetrating oil again before trying to loose.
Most of the techniques attempt to loosen or put small cracks in the rust to allow the penetrating to oil to soak in. This has always worked for me.
Lastly, work the bolt both ways......very gently......try to unscrew 1/8th of a turn and then try to tighten 1/8 of a turn. Be very gentle as the last thing you want to do is torque off the head!
