In step 2 I omitted that a 1.5in long (approx.) collar is slipped over nose of crankshaft and woodruff key. This collar has three cutouts in its outward facing edge, one of which will engage with inward side drive projection on inner gear of oil pump. If this collar is omitted, oil pump won't run as crankshaft turns and no oil pressure results.
After finding no oil at a loosened filter, you can also check for oil at oil pressure relief valve. Just remove cap, spring, and valve and see if oil sprays out into drain pan. If not, check oil pump again, oil pump drive collar (above paragraph), oil pickup tube for blockage, pickup tube break above sump oil level (sucking air), oil pickup tube O-ring, pickup tube screen that completely blocked.
