Water leaking under fuel filler neck - SAAB 900 1995

Hi All,
It looks like my fuel filler neck is leaking water into trunk (SAAB 900 V6 1995). I want to disassemble it and apply some silicon. Do I need to do it from inside after removing carpeting or can I reach it from outside. I found the following link, but it does not look like I can remove sealing ring from outside in my case.
