When you say "almost to the end" do you mean making the cable as short as it possibly can be or as long as it can be?
If you have to shorten the cable all the way, it could be due to a worn clutch but if you have to make it as long as possible, it is not the clutch fault.
The cable could also be at fault since I bought one many, many years ago when the manual cables first appeared, just to test with. That cable was a Scantech one and it was too short out of the bag.
I tried to screw the adjuster all the way in but I still had to force it over the clutch fork which resulted in that the clutch was partially disengaged when I was done.
Obviously, that would not work so I had to order a Saab genuine one since they were still available at the time.
That Scantech cable is still laying upstairs.
