Any OBDII tool can read the ECT sensor - but, you want to be sure you get a tool that will show live data and not just check engine codes. Not all readers will show live data - especially the cheaper ones.

Of course, for around $250 you can just buy a clone Tech 2 which you may just wanna have for a 9-3. Saves a LOT of money and trouble in the long run.
If the system detects a problem with the ECT sensor it may switch to failsafe mode and run the high speed fan full time. The gauge reading zero would be indicative of such a problem. It's also possible but less likely that you have a stuck open thermostat that, in cold weather, presents a similar illusion - the engine temp is so low that the ECM suspects the ECT sensor faulty. Same thing could happen in other circumstances - low coolant, bad water pump, etc.
You need to get a scan tool on that thing ASAP to determine what the ECT sensor says, and whether you have a sensor issue or a greater cooling system issue. I think you mentioned poor heater output, and that suggests that engine temps are indeed low and it's not (just) an ECT sensor issue. Personally, I would not be driving this car until you get it sorted out. A cooling system problem can quickly become an engine rebuild problem.
