I believe that sensor can run for a little longer than 4 min. I'd be concerned if it didn't turn off at all or if its running for 15-20 minutes. I don't think the shift knob install would affect it. Its not unusual for these sensors to fail so I wouldn't put much faith in the used sensor's performance. Dirt and dust gum up the (impractically fragile) fan. Used ones are probably dirty and haven't spun in a long time. As long as you're battery isn't running down, I think the worst outcome would be your ACC unit starts throwing errors b/c its not getting info from the sensor. I don't think it would affect the run time but carefully cleaning and lubing the fan can't hurt.
While a new sensor isn't the cheapest item, it is among a handful of spare parts I keep on hand for my '00 Viggen, like the DI cassette, mass air flow sensor, crankshaft position sensor, spare window rollers. In a 15-20 year old car, these are going to fail at an inconvenient time. So if you don't mind the cost, get a fresh temp sensor and see if it behaves any differently. Worst case, you've got your spare.
If a new sensor still gives you problems, I think the next item to check is the ACC unit itself, as I believe that is what determines how long that sensor fan runs. If you need to trouble shoot that, a 'good used' might suffice for a test. Perhaps another 9-3 owner or local shop would loan a known good one to you for a test.
