If the tie rod ends were frozen it would be hard to steer and usually makes a creaking noise when you turn the wheel.
Jack up the car (and needless to say support it on a jackstand), remove the front wheels and try to move the tie rod buy hand by twisting the tie rod. They're more likely to be sloppy than frozen.
The parts are about $70 each at the dealer, or $35 ea. aftermarket. About an hour labor and a wheel alignment.
