When it will not start, you should be smelling fuel from the exhaust pipe. If not, I would suspect that the fuel pump is not turning on.
When you turn on the ignition, if the radio is off, you can hear the fuel pump run for a few seconds to build up pressure. If the radio is on, the noise from the power antenna will hide the noise from the fuel pump.
If you smell fuel from the exhaust when cranking, then I would suspect lack of spark. The problem could be that the coil is not firing, or that the voltage is leaking via rotor, cap or wires. These parts need to be clean and dry to work properly. Given your description I would be suspicious of other things. But with a new ECU, perhaps there is now another cause.
As you have a distributor and wires, you can easily check for a spark. That is definative and should be done. If you don't have a spark, the situation is well defined. As the ECU is new, perhaps the coil is acting up. That should not be too costly.
