When it is cold, crankcase moisture can condense in the dip stick tube. On some cars this can form a butter like material. It does not seem to get like this on the NG900's as the dip stick tube is behind the engine and gets lots of warmth. But some of this is to be expected in the winter.
It is possible that the bolt hole, which should be blind, is open to an oil drain passage. It will be interesting to get a report from your mechanic. Possibibly the oil is from the valve cover gasket? You did not state if this was a trace of oil or a flow. Perhaps there are some traces of oil from some previous effort to do something with the bad bolt. They might have to put an insert into the head to fix it up.
So if the oil came from inside the bolt hole threads, then perhaps the bolt was over torqued and stripped in an attempt to stop the leak. In that case, using a stud, bedded in gasket sealant would be been the better way to go... the old 20 20 hindsight.
