You put some 1/2x1/2 tubing in the socket built into the slack adjuster, you pull it forward, and insert a nail or screw driver into the two holes that line up to lock it in place. You then remove the one bolt holding the pully, swap pullies, bolt it up, pull on the tubing, release the nail and take up the slack, and make sure that the belt engages properly.
Of course, if the belt got trashed and needs to be replaced, that will take a lot more work.
Yes, when it fails, you loose everything. If you were doing some high speed steering manouvers, you could get killed, as the steering becomes close to impossible. If you were going down hill, and pumped your brakes and used up the vacuum reserve, you would loose effective braking and could get killed that way too. Then there are those lights and alarms going off! I had this when the water pump pully to shaft weld failed.
