To determine if this a vacuum loss in the brake system, try this and see if it produces the same issues.
Start the car and run it normally. Determine that the brakes feel ok, then shut it down. Now with the engine off, pup the brakes repeatedly to depleat the vacuumm. Now start up and do what you normally do. Any problems that you notice are related to the lack of vacuum. In colder weather, with a cold engine, the vacuum will build up less quickly, as the manifold vacuum is not very low until things warm up. To simulate the cold weather factor, you can pump the brakes before starting a cold engine. You will also get to know the feeling of vacuum loss by doing this, and should be able to recognize the loss of vacuum by the feel of the brake petal before you switch on the ignition.
