There are two adjustment points for the parking brake. One is the 'star wheel' at the parking brakes themselves, this is accessed through a hole in the rotor. The star wheel sets the amount of clearance for each set of brake shoes.
Once the proper clearance has been set, that is both sets of brake shoes act at the same time (both rear wheels are locked with the same brake force), adjustment for slack in the emergency brake cable is made by tightening the tension nut on the emergency brake cable. The tension nut is located about midway between the friont and rear wheels near the exhaust pipe.
